Foreign Visitors to Japan in 2024: Trends and 2025 Forecast

The Japan National Tourism Organization (JNTO) announced data on "The Number of Visitors to Japan (December 2024 and 2024 Estimates)" on January 15, 2025. The total for 2024 is projected to reach 36,869,900, an increase of 47.1% compared to 2023. It surpasses the previous record high by approximately 5 million people compared to 2019 (31,882,049 people) before the Covid-19 pandemic. With the recovery of international flights and the appeal of Japan's four seasons and traditional culture, this significant increase in visitors comes not only from East Asia but also from Southeast Asia, Europe, the US, Australia, and the Middle East.

JTB Research & Development Co. announced its "2025 Annual Travel Trends Forecast" on January 9, 2025. The report forecasts that the number of foreign tourists visiting Japan in 2025 will increase by 8.9% compared to 2024, surpassing 40 million for the first time. This is expected to mark the second consecutive year that the number has reached a new record high since the survey began in 1981. In addition to the weaker Japanese Yen and the recovery of international flights, the 2025 Osaka-Kansai World Expo is anticipated to provide a further boost.

In 2025, the Osaka-Kansai World Expo (April 13 to October 13) and the Setouchi Triennale 2025 (held across three seasons, with the first from April 18 to May 25) are scheduled to take place simultaneously, which is expected to boost tourism demand. The Expo is anticipated to attract approximately 28.2 million visitors, including about 3.5 million tourists from overseas. As a result, the Ministry of Economy, Trade and Industry (METI) estimates that the economic ripple effect on the nation will be approximately JPY 2.9155 trillion, while the Asia Pacific Institute of Research (APIR) estimates it at approximately JPY 3.2141 trillion. This is expected to significantly revitalize the economy.

Furthermore, large-scale redevelopment projects are underway, primarily in Tokyo, with many commercial facilities, offices, and landmark developments planned for 2025. These projects are expected to further enhance Japan's appeal and charm as a leading tourist destination.
